Patricia led the planning process and authored Create Victoria – The City of Victoria’s 5+ Year Arts and Culture Master Plan—a framework for the City’s future vision, policy and action plan for advancing cultural development as a “Creative City” which linked to economic, tourism, affordability and infrastructure planning.

How does a small, Vancouver Island town become an attractive, growing creative marketplace? By offering big city assets like co-working space, peer networking and training. Patricia identified an opportunity to grow a talent base of creative workers in the region, in keeping with the Town’s cultural plan and Youth and Young Families Attraction Strategy, and thus The Qualicum Beach Digital Media Studio was born – a co-working space for the region’s growing base of creative workers to collaborate, connect and grow technology from idea to market.

District of Tofino Art Policy & Program

In 2014, the District of Tofino was approached by a group of citizens who encouraged the District to acquire the renowned “Weeping Cedar Woman” as a public art piece. Artist Godfrey Stephens was inspired to carve the “Weeping Cedar Woman” in 1984 to aid the protest against logging ancient rain forests of Clayoquot Sound and Meares Island. The artwork has come to symbolize the defining 1988 victory of the environmentalists to protect the Clayoquot Sound from logging.

Recognizing that public art is an effective tool to cultivate a distinct cityscape and enhance the public realm, the City of Maple Ridge approached Patricia to guide the strategic framework for the Private Sector Public Art Policy. The guidelines are designed to assist staff, developers, art consultants, artists, designers, architects, landscape architects and other interested stakeholders in the planning, selection and siting of public art in the City of Maple Ridge that is grounded in Place-Making.
